Open Science from the inside out: concept, challenges and implementation

In this talk / conference Eva Méndez will approach the concept of ‘Open Science‘ from the reflection of ideas and policies discussed in the context of the European Union, but also addressing the challenge of implementation for the different agents involved. The main initiatives that have been launched in this area (PlanS, OSPP-REC, etc.) as well as the barriers to the necessary cultural change will be discussed.

 

Eva Méndez Biography

Eva Méndez holds a PhD in Library and Information Sciences (LIS) and is an expert in metadata. She defines herself in her Twitter profile as an ‘open knowledge militant’ (@evamen). She has been a lecturer at Universidad Carlos III de Madrid (UC3M), LIS department since 1997. She has been an active member of several international research teams, advisory boards and communities including: DCMI, OpenAire, Metadata2020, RDA, etc. In 2005-06 she was awarded a Fulbright Research Scholarship at the University of North Carolina at Chapel Hill (USA). She has taken part in and led several research projects and acted as advisor to many more in the fields related with standardization, metadata, semantic web, open data, digital repositories and libraries, in addition to information policies for development in several countries. In 2015 she won the Young Researcher of Excellence award of her University. In November 2017 she was named “Open Data Champion” by SPARC Europe. She is currently Deputy Vice President for Scientific Policy-Open Science at UC3M and member of the EU-OSPP (European Open Science Policy Platform) on behalf of YERUN (Young European Research Universities Network). She is the OSPP chair for the 2nd mandate of the platform.

Open Science desde dentro: concepto, retos e implementación

En esta charla/conferencia Eva Méndez abordará el concepto de ‘Ciencia Abierta’ desde la reflexión de ideas y políticas discutidas en el contexto de la Unión Europea, pero también abordando el reto de la implementación para los distintos agentes implicados. Se discutirán las principales iniciativas que se han lanzado en este ámbito (PlanS, OSPP-REC, etc.) así como las barreras para el cambio cultural necesario.

 

Biografía Eva Méndez

Eva Méndez tiene un doctorado en biblioteconomía y ciencias de la información (LIS) y es experta en metadatos. Se define a sí misma en su perfil de Twitter como una “militante de conocimiento abierto” (@evamen). Ha sido profesora en la Universidad Carlos III de Madrid (UC3M), departamento de LIS desde 1997. Ha sido miembro activa de varios equipos internacionales de investigación, consejos asesores y comunidades, incluyendo: DCMI, OpenAire, Metadata2020, RDA, etc. En 2005-06 recibió una beca de investigación Fulbright en la Universidad de Carolina del Norte en Chapel Hill (EE. UU.). Ha participado y dirigido varios proyectos de investigación y ha asesorado a muchos más en los campos relacionados con la estandarización, metadatos, web semántica, datos abiertos, repositorios y bibliotecas digitales, además de políticas de información para el desarrollo en varios países. En 2015 ganó el premio Joven Investigadora de Excelencia de su universidad. En noviembre de 2017 fue nombrada ” Open Data Champion ” por SPARC Europa. Actualmente es Vicepresidenta adjunta de Política Científica-Ciencia Abierta en la UC3M y miembro de la EU-OSPP (Plataforma Europea de Política Científica Abierta) en nombre de YERUN (Red de Universidades de Investigación de Jóvenes Europeos). Ella es la presidenta de OSPP para el segundo mandato de la plataforma.

 

Open Science barrutik: kontzeptua, erronkak eta inplementazioa

Hitzaldi honetan Eva Méndez “Zientzia Irekia”-ren kontzeptuaz arituko da, Europar Batasunaren baitan eztabaidatutako ideia eta politiken hausnarketan, eta nahasitako agenteentzat dakarren inplementazio erronka ere hizpide izango du. Arlo honetan bultzatu diren ekimen nagusiak eztabaidatuko dira (PlanS, OSPP-REC, etab.) beharrezko kultura aldaketak aurrez aurre dituen oztopoekin batera.

Nazioarteko hainbat ikerketa taldetako kidea izan da, batzorde aholkulariak eta komunitateak, hurrengoak barne: DCMI, OpenAire, Metadata2020, RDA, etab. 2005-06 urtean Fullbright ikerketa beka bat jaso zuen Ipar Karolinako Unibertsitatean Chapel Hill-en (EE.BB). Hainbat ikerketa proiektutan parte hartu eta zuzendu ditu, eta aholkulari aritu da honako arloekin erlazionatutako gaietan: estandarizazioa, metadatuak, web semantikoa, datu irekiak,  biltegi eta liburutegi digitalak eta informazio politikak zenbait herrialdetan. 2015ean bere unibertsitateko Bikaintasunezko Gazte Ikerlari Saria jaso zuen. 2017ko azaroan “Open Data Champion” izendatu zuen SPARC Europak. Gaur egun, UC3Mko Politika Zientifiko – Zientzia Irekia alboko presidenteordea da eta   EU-OSPP-ko kidea (Politika Zientifiko Irekirako Europako Plataforma). Bera da OSPPko presidentea plataformaren bigarren agintaldirako.
